The document, a draft of the department\u2019s strategic plan for the next five years, downplays conservation in favor of an approach that seeks to maximize economic returns, namely through the extraction of oil, gas and other natural resources.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThat\u2019s a blueprint for industrializing the public lands,\u201d said Taylor McKinnon, who works on preservation of Southwestern lands for the <a class=\"css-yywogo\" href=\"https:\/\/www.biologicaldiversity.org\/\" title rel=\"noopener noreferrer\" target=\"_blank\">Center for Biological Diversity<\/a>, a nonprofit organization. \u201cA separate question is whether they\u2019re able to achieve that,\u201d Mr. McKinnon said, vowing lawsuits from his group and others.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Sweeping proposals are a species native to Washington, D.C., and many of them stand little chance of being realized. However, Donald J.
