It could have the effect, probably unintended, of putting a dent in global airfreight emissions linked to the fashion industry.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last year, 1.36 billion packages entered the United States through that loophole, which is known as the de minimis exemption and allows goods worth less than $800 to enter the country without tariffs. The <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/03\/business\/trump-de-minimis-china-shipments.html\" title>largest source of shipments under the exemption<\/a> was China, and most of those packages crossed the ocean by plane, according to data from Customs and Border Protection.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And that means a lot of planet-warming emissions: Flying a package across the sea is <a class=\"css-yywogo\" href=\"https:\/\/climateactionaccelerator.org\/solutions\/low-emission-sea-freight\/\" title rel=\"noopener noreferrer\" target=\"_blank\">68 times more<\/a> carbon-intensive than shipping it by ocean freight, according to the Climate Action Accelerator, a nonprofit group based in Switzerland.<\/p>\n<\/div>\n<\/div>\n<div data-testid=\"Dropzone-2\"><\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\" data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-81d4100\"><span><strong class=\"css-8qgvsz ebyp5n10\">A $23 billion business<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Many countries allow shipments below a certain value to cross their borders untaxed. Since 2016, when Congress last increased the de minimis exemption in a bipartisan vote, the U.S. has drawn the line at $800.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">These policies help simplify the customs process for small packages and prevent bottlenecks at the border.
