class=\"ssrcss-1xjjfut-BoldText e5tfeyi3\">MPs voted in support of a proposal to legalise assisted dying in England and Wales, in November 2024.<\/b><\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Months of detailed scrutiny and further votes in the Commons and Lords are required before the bill could become law.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">At present, laws throughout the UK prevent people from asking for medical help to die. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, proposed laws to give terminally ill adults the right to choose to end their life have been agreed in the Isle of Man, which is part of the British Isles.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"subheadline-block\" class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\">\n<h2 id=\"What-is-the-proposed-law-on-assisted-dying-in-England-and-Wales\" class=\"ssrcss-pbttu9-Heading e10rt3ze0\"><span role=\"text\">What is the proposed law on assisted dying in England and Wales?<\/span><\/h2>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The <a href=\"https:\/\/bills.parliament.uk\/bills\/3774\/publications\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">Terminally Ill Adults (End of Life) Bill<span class=\"visually-hidden ssrcss-1f39n02-VisuallyHidden e16en2lz0\">, <!-- -->external<\/span><\/a> was introduced by backbench Labour MP Kim Leadbeater.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It proposes giving terminally ill people the right to choose to end their life.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It says that anyone who wants to end their life must: <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<div class=\"ssrcss-1le81vw-ListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">be over 18 and live in England and Wales, and have been registered with a GP for at least 12 months<\/p>\n<\/li>\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">have the mental capacity to make the choice and be deemed to have expressed a clear, settled and informed wish, free from coercion or pressure<\/p>\n<\/li>\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">be expected to die within six months<\/p>\n<\/li>\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">make two separate declarations, witnessed and signed, about their wish to die<\/p>\n<\/li>\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">satisfy two independent doctors that they are eligible &#8211; with at least seven days between each assessment<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Once a patient&#8217;s application has been approved, they would then have to wait 14 days before proceeding.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">A doctor would prepare the substance being used to end the patient&#8217;s life, but the person would take it themselves.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The bill defines the co-ordinating doctor as a registered medical practitioner with &#8220;training, qualifications and experience&#8221; at a level to be specified by the health secretary. It does not say which drug would be used.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It would be illegal to use dishonesty, pressure, or to coerce someone into declaring they want to end their life, with a possible 14-year prison sentence.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Under <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cx2l7m6r55do\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">the original proposals,<\/a> a High Court judge would have to approve each request to end a life. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, Leadbetter suggested <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c2egl17pvldo\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">a three-person panel comprising a senior legal figure, a psychiatrist and a social worker should oversee applications instead<\/a>. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">And the MPs reviewing the bill <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cly6gz9j3rno\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">have agreed to adopt this approach<\/a>. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The proposal followed concerns the High Court would not have capacity to rule on each individual case. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, opponents say the move undermines the bill&#8217;s safeguards.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<div class=\"ssrcss-1le81vw-ListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c1kmr08v7w0o\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">Doctors must raise other options to assisted dying, MP says<\/a><\/p>\n<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div data-component=\"subheadline-block\" class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\">\n<h2 id=\"When-could-assisted-dying-become-law\" class=\"ssrcss-pbttu9-Heading e10rt3ze0\"><span role=\"text\">When could assisted dying become law?<\/span><\/h2>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Many months of activity still lie ahead in the Commons and the Lords, and it is still possible that the bill could fall and not become law at all.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">There are 23 MPs on the committee scrutinising the proposed legislation line-by-line. They include 14 supporters &#8211; including two ministers &#8211; and nine opponents. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The committee is holding public hearings and taking evidence from experts. It will then propose amendments to the bill.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It is hoped that the committee process will be finished in time for the bill to return to the House of Commons on 25 April.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">At that stage, all MPs will have a chance to debate and vote on the changes proposed by the committee.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">There would then be more scrutiny in the Commons and the Lords, and further voting. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Even if the bill cleared all its parliamentary hurdles, MPs had originally been told there would be a period of up to two years before any new law would be implemented. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, Leadbeater has <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c2er99xmjjwo\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">proposed doubling this to four years,<\/a> to allow more time to set up training and systems for what would be an entirely new service.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">If everything was ready more quickly, assisted dying could be in place ahead of the deadline, but the BBC understands that some ministers have expressed concern about the possible delay. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<div class=\"ssrcss-1le81vw-ListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c3e34gvzlv0o\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">Who are the MPs who will scrutinise the assisted dying bill?<\/a><\/p>\n<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div data-component=\"subheadline-block\" class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\">\n<h2 id=\"How-did-MPs-vote-on-assisted-dying\" class=\"ssrcss-pbttu9-Heading e10rt3ze0\"><span role=\"text\">How did MPs vote on assisted dying?<\/span><\/h2>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The historic vote saw 330 MPs support the assisted dying bill, and 275 reject it.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">MPs were given a free vote on the issue, which meant they could make their own decision rather than follow party instructions. They have each been considering different proposals to allow assisted dying. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Isle of Man parliament <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c8rkz02nmy8o\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">passed its Assisted Dying Bill<\/a> on 25 March. That could involve providing lethal medication or helping them travel to another jurisdiction to die. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><b class=\"ssrcss-1xjjfut-BoldText e5tfeyi3\">Euthanasia <\/b>is the act of deliberately ending a person&#8217;s life to relieve suffering in which a lethal drug is administered by a physician. Patients may not be terminally ill. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">There are two types: voluntary euthanasia, where a patient consents; and non-voluntary, where they cannot because, for example, they are in a coma. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"subheadline-block\" class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\">\n<h2 id=\"Where-is-euthanasia-or-assisted-dying-legal-around-the-world\" class=\"ssrcss-pbttu9-Heading e10rt3ze0\"><span role=\"text\">Where is euthanasia or assisted dying legal around the world?<\/span><\/h2>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Dignity in Dying campaign group says <a href=\"https:\/\/www.bma.org.uk\/media\/6706\/bma-where-is-pad-permitted-internationally.pdf\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">more than 200 million people around the world have legal access to assisted dying<span class=\"visually-hidden ssrcss-1f39n02-VisuallyHidden e16en2lz0\">, <!-- -->external<\/span><\/a>. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><b class=\"ssrcss-1xjjfut-BoldText e5tfeyi3\">Switzerland <\/b>has allowed assisted suicide since 1942. Its Dignitas facility accepts foreign patients as well as Swiss nationals, and between 1998 and 2023 <a href=\"http:\/\/www.dignitas.ch\/images\/stories\/pdf\/statistik-ftb-jahr-wohnsitz-1998-2023.pdf\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\">it helped 571 Britons to die<span class=\"visually-hidden ssrcss-1f39n02-VisuallyHidden e16en2lz0\">, <!-- -->external<\/span><\/a>. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Assisted suicide is also legal in <b class=\"ssrcss-1xjjfut-BoldText e5tfeyi3\">Austria<\/b>.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In the <b class=\"ssrcss-1xjjfut-BoldText e5tfeyi3\">US<\/b>, 10 states &#8211; Oregon, California, New Mexico, Colorado, Washington, Hawaii, New Jersey, Vermont, Maine and Washington DC &#8211; allow &#8220;physician-assisted dying&#8221;.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It permits doctors to prescribe lethal drugs for self-administration. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Voluntary euthanasia is legal in<b class=\"ssrcss-1xjjfut-BoldText e5tfeyi3\"> Canada,<\/b> where it is called medical assistance in dying. It can be provided by a doctor or nurse practitioner, either in person or through the prescription of drugs for self-administration.
