The room was reinforced with steel mesh (<strong>$3,700<\/strong>) behind the drywall, cheaper to buy from Illinois than locally.<!-- HTML_TAG_END --><\/p>\n<\/div><\/div>\n<\/section>\n<section>\n<div class=\"slide s-Z5_cCYg-Dj6f\">\n<div class=\"caption s-Z5_cCYg-Dj6f\">\n<p class=\"s-Z5_cCYg-Dj6f\"><!-- HTML_TAG_START -->Mr. Rivera and his business partner, Alessandro Cottone, spent <strong>$53,500<\/strong> last year on a deposit and broker fees on a storefront on Ditmars Boulevard. The landlord wanted <strong>$8,500<\/strong> monthly. They\u2019re paid <strong>$18<\/strong> to <strong>$22<\/strong> hourly, and receive benefits and protections like paid family leave and insurance coverage for job-related injuries and illnesses.<!-- HTML_TAG_END --><\/p>\n<\/div><\/div>\n<\/section>\n<section>\n<div class=\"slide s-Z5_cCYg-Dj6f\">\n<div class=\"caption s-Z5_cCYg-Dj6f\">\n<p class=\"s-Z5_cCYg-Dj6f\"><!-- HTML_TAG_START -->Cannabis remains illegal under federal law, so state-licensed sellers pay income taxes but can\u2019t take most deductions. Were the dispensary a traditional business, it would pay about 36 percent, according to the accountant, Justin Ash of Accounting Buds.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Customers also pay a higher sales tax on cannabis (13 percent, or an extra $7.80 on those jars of 91 Octane) than on alcohol (8.875 percent).<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And legal stores have faced competition from the unregulated market, <a class=\"css-yywogo\" href=\"https:\/\/www.newyorker.com\/magazine\/2024\/02\/26\/legal-weed-in-new-york-was-going-to-be-just-and-fair-what-happened\" title rel=\"noopener noreferrer\" target=\"_blank\">which exploded after recreational cannabis was legalized in 2021<\/a>. A slow licensing process, tight rules and a lack of state-promised financial support for legal sellers initially helped illicit retailers gain an advantage. In recent months the authorities <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/13\/nyregion\/nyc-weed-cannabis-shops.html\" title>have cracked down on illegal shops<\/a>, even as thousands remain in business.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, sales have risen at <a class=\"css-yywogo\" href=\"https:\/\/cannabis.ny.gov\/dispensary-location-verification\" title rel=\"noopener noreferrer\" target=\"_blank\">licensed dispensaries<\/a>, and regulators have proposed easing bans on discounts and loyalty programs to help attract customers. The state also expanded licensing beyond the initial pool of people with cannabis convictions and business experience.<\/p>\n<\/div>\n<\/div>\n<div><\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">To stay afloat, Mr. Rivera, 37, said, \u201cyou have to be very lean.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Terp Bros sells every product \u2014 from drinks to edibles to smokable flower, all of which must be prepackaged \u2014 for about twice the wholesale price, a common industry markup to defray the costs of a legal business. Prices vary based on quality, availability, demand and seller discretion.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Before tax, legal dispensary customers pay an average of $7.62 more for those jars of 91 Octane than for what\u2019s available on the unregulated market, said James Cosgrave, an owner of Rolling Green Cannabis, the farm that sells them to Terp Bros. Each jar costs almost $30 wholesale, plus a 9 percent tax.
